What right-wingnuts conceive of the "deep-state" as being is an
organized, coordinated effort by unnamed civil servants buried deep in
federal executive branch agencies actively working to thwart the agenda
of an elected president, specifically Trump. There is no evidence of
any such organized, coordinated effort. There are undoubtedly some
individual low- and mid-level bureaucrats who drag their feet and/or
work ineffectually, but that has always been the complaint about
government bureaucrats, at any level of government.
 
There is no "deep state" as right-wingnuts conceive of it.
