Phil's question is well formed, but English usage goes its own way and
is not answerable to anyone.
Do you mean "can not be explained to anyone"? Is this the way of English
speakers from England* to make sure that bloody foreigners can never
learn English well enough?
* That's clumsy, I agree, but "English English speakers" as opposed to
US English speakers, Australian English speakers etc. looks much worse
and even ridiculous. Any suggestions?
