round with restrictions to be useful outside some limited set of
situations. Most of the time, it’s just not worth the trouble.

It really depends upon what you are doing.  When I was doing OS/360 stuff in the early 1970s, primarily COBOL, locate mode was what we used almost all the time.  Of course, this was mostly sequential sequential data sets using QSAM, but back then, it was much more common than it is today.
