Funny, I did exactly that for a friend a couple of years ago. The Windows
98 image ran under PCem <
https://pcem-emulator.co.uk/>, on a Linux Mint
installation on an MSI Cubi 5.
I set up a “captive” user under Mint that, the moment you logged in,
started the emulator running Windows. Shut down Windows, and it logged you
out again.
