Do you have a URL for a PDF C89 Rationale?

No, I have it on disk, but I have no idea where I downloaded it from. As
a general rule, I download documents like that after seeing links to
them posted in usenet messages. It's current name is "C89.pdf", but I
probably renamed it from something less descriptive. Anyone who wants a
copy of unknown provenance, let me know.

(The "%7E" is a '~' character.)
Interesting. That has the C89 rationale in HTML, DVI, and LaTeX
formats. I can generate a PDF by running `dvipdf rationale.dvi
rationale.pdf`; the resulting PDF doesn't have the "fi" ligature
problem, and the characters are smooth when I zoom in.
James Kuyper sent me a copy of C89_rationale.pdf. Its content
seems to be identical to the document at port70net, other than some
formatting issues. I speculate that James's C89_rationale.pdf was
generated from the same LaTeX sources, but with older tools.
