 Open Watcom's compilers are not public domain, so they don't meet Paul's
(rather odd) requirements.

Are you sure about the public domain thing ?  The license is here:

I forgot to mention that the Open Watcom compilers are released for the following platforms: DOS, Linux, OS/2, and Win32.  A Win64 fork and port is being worked on at:
