It wasn't uft8, it was QPE encoded utf8.

My newsreader can display it and text that contains this line
 "רבבה that means 10000 with remotely similar word ארבעים"
is also identified as UTF-8.

That displays fine.

Why anyone is quoting hebrew is another matter of course.
