It wasn't uft8, it was QPE encoded utf8.
 

My newsreader can display it and text that contains this line
 "רבבה that means 10000 with remotely similar word ארבעים"
is also identified as UTF-8. 

 
That displays fine.
 

That proves that your newsreader can not decode UTF-8 encoded as quoted
printable back into UTF-8.
I suppose that such capability is not mandatory according to various
RFCs, but it makes sense.
