I have not fed it through the compiler I used to use (mainframe, and I
no longer have access) but that compiler conformed to Fortran77 to the
extent they did not even offer integer*8.
They did have some local extensions (statement functions) but they were
clearly marked as non-standard in the manuals.

Yes, it was an extension.  It is supported by gfortran.

% cat a.f90
program testprog
   character*28 txthdr /'Text header, with a comma   ' /
   print *, txthdr
end program testprog

% gfcx -o z a.f90 && ./z
 Text header, with a comma  

% gfcx -o z -std=f2023 a.f90 && ./z
a.f90:2:25:

    2 |    character*28 txthdr /'Text header, with a comma   ' /

Error: GNU Extension: Old-style initialization at (1)
