The "empty" ones are part of the app execution alias system in Windows. If you do nothing at all, these at the things that offer to launch the Microsoft Store you can install Python from there.  They're not actual files, they are NTFS reparse points, and if you need to remove them you should use the fsutil utility.
Yes, this is pretty obscure.
