Yes, both the TCL and PYTHON extensions are wrappers for the same library and the TOOL for writing both wrappers is the NHI1/ALC (All-Language-Compiler), that is why both wrappers look similar.
the memory debugger has two parts
1)  valgrind --tool=callgrind --quiet ... your sw → create callgrind.out.*
2)  kcachegrind callgrind.out.* → create the view
