The plan includes 8.6,9.0 and 9.1. The future is unknown and depends on the need. If there are breaking features pending, 10.0 will be the next project, otherwise 9.2.
ii) Is there a list of new features for 9.1, and if so, where is it?
You can look to the TIPs targeting 9.1.
Unfortunately, when developping 9.0, all TIPs not ready got 9.1.
Currently, we only have a small amount of TIPs really brought forward:
711 (already in)
714 (may be voted before May)
626 (no new feature)
The already implemented features are in the "readme.md" files of the tcl and tk main branches.
