I used Pixlr once. It wants access to your private data.
Then I use Gallery from simplemobiletools.com. Actually the Pro version, which I probably purchased. I don't know/remember how to find this out.

Yes, the link confirms the price as 0.79€. There is a non-pro version which you can try for free, but might not have an editor or not all features.
Ha! I have the free version on another phone, and it asks permission to use my data.
There is yet another version on F-Droid.
