The auto turning back on is only present in Android 15, which isn't out of beta yet, things could change.
If people want to disable these new features, that's fine, but it should prevent them from benefitting from the new features.  If you don't want to contribute to the findmydevice network that's OK, but don't expect to be able to use the findmydevice network when/if you lose your own phone ...
