The one which bit me was an unexpected data limit, specifically for
the hotspot.
As you have a Sumsung - *always* mention your brand, model and Android
version -, I probably can give you somewhat specific instructions:
Settings -> Connections -> Mobile Hotspot and Thethering -> Mobile
Hotspot -> Configure -> Advanced -> Set mobile data limit
