 All cards used to offer this, but I don't think any of the ones I have now do.

 No, all cards used to offer secondary coverage, that is it kicked in
only after you used your own car insurance, if any.

Since I don't carry collision (only liability and comprehensive) this might be useful if I ever had to rent a car again.

Only a few cards offer, or offered, primary coverage.
