We just had to run our third Li battery pack off to
recycling due to the battery swelling.  THis last one
actually cracked the case.
 
So I am thing that I will build her a NiMH pack
that I can remove the batteries and charge them
on NiMH friendly charger.
 
Two questions:
 
1) Am I right that the charging circuitry is
in the tablet not he battery pack?

That depends on the tablet. But at least some kind of protection
circuitry is part of the battery pack.

2) Am I correct that I I need to do is provide
a regulated 5 volt souse?

Yes, the tablet may work with regulated 5V. However some Android devices
don't work with a LiIon battery present. I had this issue with an old
"Archos 35 Home Connect"
(<https://arnowelzel.de/en/android-on-a-clock-radio>). The battery once
didn't work any longer and I decided to remove the battery and use the
device with external power only since the device was stationary anyway.
However that didn't work. Without a battery connected the device didn't
even power on even with external power provided.
