Wacom EMR is tech that uses a passive (inductive) pen - been on tablets for
20+ years.  But the display needs to support it.

By 'passive capacitive' they probably mean 'looks like a finger' - a giant
rubber foam stick. Such are available all over from $1 upwards.

There are also active styli that claim to give more precision on capacitive
screens - Adonit is one brand.  Often they're optimised for popular models
like iPhones/iPads, so using them on a random phone may not work, or may
lack precision.

Dug out an Adonit Snap (2016) from the drawer and tried it on a Pixel 7 Pro
- it works ok, although diagonal lines are wavy showing a loss of precision.
But the battery will no longer charge so it'll only work with the USB
charger plugged in, making it less useful today.
