In my experience you can force a reboot or reset using the physical power button and one of the volume buttons on the phone. They are usually on the side edge of the phone. With my motorola phone, I can get to this screen by holding the power and down volume buttons at the same time and keep pressing them until the reboot/reset screen appears.
