My current phone has 16GB storage, according to the specs, and a 16GB
SD card.
It keeps telling me that it's getting full.
I'm offered an "upgrade" of a phone with 4GB of storage for 2.5 times
the price.
I'm sure the 4GB is *RAM*, i.e. main memory (volatile 'storage') not
Internal Storage (permanent, non-volatile storage)!
So you're comparing apples with oranges.
Your current phone has 1GB RAM, so the upgrade has *4 times* that. So
you pay more to get more, not less.
See the "Memory and storage" section of your reference:

Anyway, post a link to the specs and price of the "upgrade" so we know
what we're talking about.
