Do you have a Samsung phone? If so, the Gtricks article says the "Add
Settings shortcut widget" method does not work for newer (whatever that
means) Samsung phones and you need to "Use a third-party app":

In any case, I would try the Shortcutter Quick Settings app. Not being
updated in a long time, isn't neccessarily a bad thing. Good software
doesn't have to be fixed/updated every other day! :-( This post is

How to do it has been explained a billion times on this very newsgroup.
There's a reason I have said many times on this newsgroup that the
Muntashirakon App Manager is one of the best apps in all of Android.
1. Open that app manager & then tap on the Android "Settings" package;
2. Go to the "Activities" tab and find the public activity you seek;
3. Press "Create Shortcut" which creates the shortcut on the homescreen.
How hard is that?
