The easiest case is if both devices use the same software (Skype,
WhatsApp, Facetime whatever) that is video-capable.
There is also video call given by the provider. I tap someone on the
address book, and I have these direct options:
call sms video mail share location
no mention of the software used, but it is the default dialer.
I tried to make one such call to my other phone. I tapped on the camera
icon on the dialer, and got a plain call instead. I then tapped on the
three dot vertical menu to activate the camera, and I saw myself. But it
warned about confirming me wanting to do an "ancient call". On the other
phone, the camera would not activate.
And a charge may apply.
Not all carriers and calling contracts support old-fashioned video
calling. It's plausible that the recipient's carrier might
convert it to audio.
It is easier to use an app such as whatsapp.
It's what I would use.
