Perhaps you folks have heard of First Monday, in Canton Texas, about 70
miles ESE of Dalla. It's a big outdoor market for 4 days at the
end/start of every month. Covers 450 acres.
Nope, I haven't heard of it :-)
This is what it says in their publicity: "When traveling with a group,
be sure to have a meeting place. Don’t rely on your cell phones. During
very busy months, there is no signal on the grounds. Don’t count on
calling them. Offices are only allowed to page for lost children and in
medical emergencies."
Depending on the time of year, up to 100,000 shoppers frequent the fair
in a weekend
Why would there be no signal at very busy times?

I guess they explain wrong. Rather saturated towers. I don't remember it happening to me, maybe the symptom on the phone is "no signal" or a busy tone. Maybe phones can not register with the existing towers.
What I have seen done over here, on some outside events with thousands of people coming, is that the main mobile phone companies come and install a van with a portable tower, for extra coverage.
