I'm envisaging something like you (or the criminals) phone  the service provider, they say "fine we'll send a letter with a code to the address we have on file, call us back tomorrow when you get it", they could even include a new SIM while they're at it.  The criminal is therefore cut out of the loop (if they try to organise post redirection to intercept the letter, the post office will send notification of the redirection in the post before they actually start the redirection, so the criminals can't short circuit it that way.
