How can that be explained?...

You must understand the "math" of logic.
A => B is equivalent to "~A OR B" (~ is negation)
The negation (falsification) of this is "A AND ~B"
You can play around with this by considering the statements:
A = "If it is raining"
B = "The sky is cloudy"
The only way that A => B is false is if A is true and B
is false.
