Android is Linux-based, and runs on a wide variety of ARM SoCs from a
range of vendors.
Windows-on-ARM runs only on Qualcomm chips, and that would certainly be
in peril.

There are quite a few less expensive RISC-V boards that run Linux but
given the specs and the mini-ITX mount SiFive may be aiming higher. SiFive
has had its problems including an Intel deal falling through. Coupled with
the RISC-V family getting a real definition it could be another direction.
