Only if the fan you use gives the same amount of wind chill factor to the hot spots on MB.
It looks like computers are designed to create faster air flow in the proximity of the hot surfaces than the ambient air speed outside and even inside the computer.
Faster air not only cools better, it prevents moisture buildup too.
