This is Microsoft. There is stuff they *did* test that doesn’t work.
That's the real world. If you wait for all the tests to be OK before
releasing anything, you'll never release anything.

Microsoft used to be better, though.

When? Before Windows 3.1? If yes, you are speaking about very old
history. Since Windows 95, I've always seen Windows beta versions sold
being aware it wasn't unfinished. And then I always seen advices telling
to wait for the first patch before installing anything. With Windows 7,
I've even seen Microsoft telling the companies to not install it and to
wait for the next version.
Windows 2000 and XP were stable when released, although subsequent
updates fixed severe security bugs. Vista was Vista, but 7 was rock
solid upon release, I dunno why you'd think otherwise. 8 and 10 were
fine when released, although 10 1809 was a beta, hence why I switched
to Linux in 2019 and came back around here, later 10 and 11 were fine,
but now we hear 24H2 is buggy upon release, yet again showing how M$
is indifferent to their users at times.

Dobbs rewrites this, it is invalid precedent. States are
liable for denying needed abortions, e.g. TX.
