I wouldn't call Puerto Rico a floating pile of garbage but I've had to
deal with them in the past. Corrupt, incompetent, and lazy fits, at

showed the same 3-second video clip of a piece of earth-moving equipment
moving a pile of dirt in PR.
 
Turns out 3 months after the hurricane, 45% of PR people were still
without power.
