I've been to CHF multiple times and EU many times over and have never
even heard of cats or dogs ever being eaten, nor on the menu anywhere
there.  OTOH, I have seen 'viande chevaline' a few times.

Indeed, dog was consumed by every known race at some time or another,
and not even necessarily that long ago.

 
Where "not...that long ago" is an admission that times have changed.
 
For Europeans, the most recent history would have been the post-WW2
famines, which was both a transient anomaly and 2-3 generations ago.
