He is a moron. For some reason morons end up teaching language for people who do not speak it (you can't wonder why). And since I've been among them in the past, literally _all_ of them fail the yearly exams to extend their teaching certificates, but states are lenient on them and provide loopholes for them to continue teaching.
In the United States, they teach English and Spanish either in high schools or in private businesses. All of them are morons!
