No, because jpg is perfectly fine for charts.

The only digital idiot here is you. Going from a lossy format (jpg) to a higher quality format (png) does NOT make it look any better.  All you will end up with is a larger file that looks exactly like the original.
You need to encode the original in png, not jpg.  Once its in jpg, the stuff that is lost is gone forever.
You can pour 2 gallons of water into a 5 gallon bucket.  But it is still 2 gallons of water.  You can take a crappy mpg file (at 64k for example) and convert it to a CD.  But it is NOT CD-quality sound.
And BTW, there are dozens of these useless utilities for Windows. Because there are LOTS of people just as stupid as you.
