Yes! As long as the % for innocents decreases, they'll jump on it. Of course the US and China are developing autonomoues "AI"-driven drones and rockets as we speak.

They did that in some country, and it always targeted immigrants. The AI was judged racist, and the project shut down. It was hilarious! =D
