That's because:  it's a gtk+3 application.

 
Funny thing about that...  It also looks a lot like Thunderbird, both the
Linux and Windows versions, and quite a few other things.

I used the original Pan 20+ years ago, I think it predates T'bird. 
Current Pan is a rewrite from the bottom up.
