Using the domain method and not joining provides the ability to create a local account.
i.e. when setting up one chooses the work option , a subsequent screen provides Sign-in option to choose Domain Join, once chosen that is followed by another screen that provides the ability to setup a local account.
  - i.e. use the Domain Join option but don't join the domain by setting up a Local Account.
