Other than ThinkPenguin, Tuxedo and System76 through an online purchase,
where will you find a machine that comes with Linux on it?

I think you can still find some (a small subset) of Dell laptops that come
pre-loaded with Linux. (And maybe a couple HPs.) Not much choice out there
for those who don't want to install Linux on their own.
