You want it to do an ARP, not a ping. Ping is routable, ARP is not.
ping is blockable, ARP is not (if you want a functioning IP stack).
The oddest device I have doesn't actually respond to ARP requests, instead it continually sends out an ARP reply containing its own MAC and IP addrs.
