 We try. The trailheads have free plastic back dispensers and pictorial
descriptions of the technique used to pick up the shit without soiling
your hands. Unfortunately the instructions stop there resulting in
brightly colored bags of dog shit along the trails.
 

Which is as usual with legislation a far worse outcome than a biodegradable dog turd.
