I think that sounds a bit derogatory. I believe that a lot of what you say depends on culture and societys expectations. With a healthy education system and a healthy society a lot of them would become nice, productive human beings.
It doesn't matter if many of them don't.
If tech is doing the production, which is increasingly the case.
The damage is done when they start interfering with it, and getting stupid ideas in their heads. You end up with 'progressive liberals' and then everything GOES to pot.
