Yes, I agree. Politics alone has the possibility of consuming that time span. There was talk about restarting 2 old reactors that were shut down by the left, but as a strange conincidence, the manager of the plant had basically thrown away all spare parts and documentation, and claimed therefore it was impossible. Naturally, it was never questioned or asked why he did it and the story was quickly forgotten in the media.
