Ahhh... ok, I know this thoroughly. It is the default swedish governance system for apartments. Very nasty! That is one reason why I do not want to sell my swedish apartment. The people there are actually ok. I have heard so many horror stories, I do not dare to buy another apartment.
The sad thing is though, that in sweden the HOA has veto on if you are allowed to rent out your apartment or not. They made it clear that after 6 years, they will not be renewing my permission to rent out.
