The specification document for projects like that takes years to write
with fights over every paragraph, including whether it should be vii., 7.,
G., or g.. There is so much ego involvement and politics that when it is
finalized that is what shall be done, even if problems are recognized as
the project actually gets underway.

That leads to the F-35, Zumwalt class destroyers, and both varieties of
the LCS.
