   A big feature of 'govt-funded' is the ability to get
   in on, and siphon from, the CASH FLOW. Kick a little
   back to yer pols, keep the rest. It's been this way
   for a long LONG time. In the USA, the "Spruce Goose"
   was kinda one of those cash-dip projects.

   There are the 'elected officials' and then there are
   the REAL people in charge, the 'oligarchs' by one name.
