The funny thing is that unlike most other extensions
then PHP_PGSQL.EXE and PHP_PDO_PGSQL.EXE exist
as seperate files. But even if I try to load them in
php.ini, then nothing.

and to make sure that php.ini is readable by the account running php (and, of course, for libpq from VSI to be installed).
