Why do you think sftp has anything to do with SSL3? sftp runs over SSH,
not TLS.
SFTP is not using OpenSSH for TLS - FTP over TLS is FTPS.
But SFTP could use OpenSSL as basic cryptographic library
(AES, RSA etc.).
