 Try to get the equivalent in DCL:

This is  more of a shell question than an OS question.
bash and DCL are different.
$ bash
bash-4.4$ QUOTE='"'
bash-4.4$ ./test "Hello World" ${QUOTE}Hello World${QUOTE}
Hello World
"Hello
World"
bash-4.4$ exit
exit
$ quote = """"""
$ mcr sys$disk:[]test "Hello World" "''quote'"Hello World"''quote'"
