 Regardless of what they do, they are still in the software business.  If you're using it, you're paying for it, one way or another.

The question is not whether they are in the "software business" but
whether they are in the "software library business".
And it takes hours to maintain a software library no matter
what, but there are advantages of the library having tens
of thousands of users compared to just one or a few users.
