 Does sending mail to a smtp% address using the mail command work? I have
seen errors using sff caused by errors in the smtp config (tcpip show
config smtp).

Yes, and that is done all the time for text reports and status emails. The customer wants to both add a reply-to header and optionally handle non-text files as attachments which sendmail is perfect for.  The issue is using SFF, not anything in the SMTP subsystem as far as we can tell.
