It is obviously doable, but it is cumbersome.

But the C code cannot use it as a file descriptor.

 The C runtime can wrap it in the same sort of thing it does for any other
channel.

It would have to reimplement a lot of RMS functionality to be
able to properly work with VMS files in an efficient manner.
