It is most definitely possible as that is precisely what the auxiliary server in TCPIP Services does.  It listens for a connection, then creates a process to handle it.  See the description of TCPIP$C_AUXS in the TCPIP Services programming documentation.

This is one way to do it since the SHARE privilege will allow you to open a device that is already open by another process.  However, since I can find no evidence that processes started by the auxiliary server require the SHARE privilege, that would indicate to me that the server uses a different method.
